The Cybersecurity and Infrastructure Security Agency (CISA) has abruptly canceled a major $2.4 billion cybersecurity contract awarded to government contractor Leidos, sparking industry-wide conversation about the future direction of federal cybersecurity efforts. The contract, part of CISA’s plan to modernize its National Cybersecurity Protection System, commonly known as Einstein, was withdrawn last Friday, according to court documents filed with the U.S. Court of Federal Claims.
The decision came amidst a legal dispute involving Leidos and its rival Nightwing, which alleged that the evaluation process was flawed and raised concerns over the presence of a former CISA official on the Leidos team. Despite this, CISA stated that the cancellation had nothing to do with Leidos and instead cited internal shifts in strategy. The agency said its cybersecurity priorities have changed due to organizational restructuring and evolving needs, prompting a reevaluation of how to best fulfill future cybersecurity requirements. The canceled program, called Agile Cybersecurity Technical Solutions (ACTS), was supposed to replace the legacy $1.15 billion Domino contract held by Raytheon and later transferred to Nightwing. CISA had intended to transform its traditional intrusion detection model into a broader cybersecurity services organization. However, critics have long questioned the effectiveness of Einstein, with a 2016 GAO report and more recent congressional testimonies labeling it outdated.
CISA now plans to pivot toward a more modern approach, supplementing Einstein with a Cyber Analytics and Data System designed to support collaborative cybersecurity environments. As federal agencies face rising digital threats, CISA’s latest move indicates a shift in strategy—but also raises questions about the stability and direction of U.S. government cybersecurity. The agency’s future is further clouded by proposed budget cuts and leadership challenges, leaving stakeholders closely watching CISA’s next steps in redefining national cybersecurity resilience.
